Yes because when estar is used, it means it is not always going to be like that. 'Madrid es la ciudad capital de Espana' is correct because Madrid will always be the capital of Spain, but hair might not always be long, so estar is right

Nope, "estar" is for mostly temporary states and conditions...

Untrue, 'ser' is used for physical descriptions and features like hair/teeth/whatever. Also, I don't really see any reason why Madrid will always be the capital of Spain...theoretically it could change at any time....ehhh...you can't really ever look at languages logically.

all of these are correct, maybe not in the strict gramatical sense but theyre fine to use:
tienes el pelo largo = you have long hair
tu pelo esta largo = your hair is long
esta largo tu pelo
tu pelo es largo would be correct too, but i wouldnt really use it.
I would go with the first one, this is coming from a guy from mexico.

You would say "cabello" rather than "pelo", unless you have a huge bush or long arm hair or something like that.
