I have a small question to ask but what do they mean by saying "45 watt peak"
when the actual amp is 15 watt

45 watts is the maximum it can put out. The 15w would be the root mean square (RMS) value, basically the 'average' output.

Pretty much. Most speaker/amp manufacturers grossly overstate the peak output of their product. I know of car audio subwoofers who are rated at 1200W peak, while their RMS output is only 200W.
