I am gonna get a vocal mic for recording, but I can't decide between these two...

The Shure SM57

or

MXL 990

Which one would be better for just recording vocals? thanks in advance!

if you are using it on stage, the MXL 990 looks quite a bit out of place, but its the better mic in my opinion, I've used 2 of them.

The 57 is probably more versatile overall, but for that particular application, definitely the MXL.

Could I get some more talent in the monitors, please?

Check out the Audio Technica AT2020 for recording vocals. It's in your price range.

MXL 990 ($50)
MXL V63M ($80)
MXL 992 ($80)
AT2020 ($80)

If your budget is $50, grab the 990, I have one, it's great. For the extra $30 you get better mics. The 992 is pretty much the same as the 990 except I find it captures the high-end frequencies a bit better, but then lacks a tad lower down. The MXL V63M is a ssswweeet mic for vox, I've had good results with it. I haven't tried the AT2020 myself but have heard great results from it too.
