So would it be possible to make the Ibanez headstock look like Jacksons without changing neck?

I'm assuming you are talking about the one they use on RG and Soloists, since those are the more iconic ones for both companies.

No, not possible. The designs don't mesh up. You would have to redrill all the tuners, too. At best, you would get a really ugly, smallish facsimile of it.
Providing there is enough space for the jackson on the existing Ibanez, your talking about completely removing the headstock finish, cutting a new size, filling the tuner holes, re drilling them, probably re shaping the head stock / neck transition, re finishing the head stock completely.

Ask your self is it worth it?

Can you work it?
