Not in drop C, it's just slack tuning with the Eb detuned to Db on the recording, though it's probably in drop C live.

Try the beginning to the solo in Pantera's "Floods" for a good workout on it, or most anything by Zakk Wylde. In particular look at "Stillborn", the main riff isn't full out pinch harmonics but he plays around with hitting the string at different points and just slightly letting harmonics ring for a second.
