There really isn't any due to the amount of genres.
The most VERSATILE (that I know of) which I suppose is what you're looking for is a Carvin V3 or Mesa Mark IV, but there are still amps that can better these in different situations.

There is no best, little n00blet.

Ideally you could have one amp that would cover every tone possible, but of course no such amp exists and will never exist, probably.

That being said, there are some that are objectively better than others. IE High end amplifiers (whatever flavor of Mesa, Orange, Bogner, Marshall, Engl, etc. you like) will always be better than low-end SS stuff. No arguing about that.

My Marshall 1970 Red Superlead head was the finest amp I ever heard or played. I sold it in the 70's for $200 to buy more Heroin.
Now running an Eleven Rack with Pro Tools 10.3.3 - it's amazing and I'm having ball with it - worth every penny. PT 10 is tops IMO and the Eleven Rack is a work of art!

What a crappy thread! What the hell does "best" mean anyway. It's totally subjective.

Besides, what an amp does is AMPLIFY. ie: make it sound bigger.

We don't need no stinkin' amps. We need bigger guitars!
