I it worth using heavier gauge strings on a down tuned guitar?? (I play dropped C)

Yeah, unless you have a floyd rose that is adjusted for it. Then you can use whatever gauge string you like.

Yes. If you use 9s, you'll have very little tension and tuning stability. Thicker strings have higher tension, so they'll feel better and be more stable in lower tunings. For that particular tuning, 10s would work, but I think 11s would be better. Depending on what type of guitar you have.

I have an ESP M-II NT...

I've never dabbled with 11s...

i use skinny top heavy bottoms (10 2 52) and they handle C okish. 11's handle better. 11's will also sustain drop B
