how do i lower the action on a tune-o-matic bridge with a stoptail bar?

I presume the stoptail has a lage screw on either side of it? In that case just put a cloth over the screw so you don't scratch it, and turn it with a suitable screwdriver.

There will be a thumb screw under each outboard edge of the bridge. Turn those down to lower, raise to bring it up. If only moving it a slight amount, no need to mess with the tail piece. If a lot, raise/lower the stop piece same amount as bridge.

I'd suggest you know what you're talking about before posting.
You don't turn the tail piece screws to lower action, you turn the thumbscrews under the bridge. And no tools needed!
