on this tab here, for a B, what do the o's mean on the big e and little e strings mean?

no, i'm pretty sure that means you strum the open string

also the big E stands for the lowest string of the guitar, and the small e is for the highest. Both strings give an "E" tone but they are in different octaves.
I can't wait till my fro is full grown.

what about a chord like this? would i use my index finger to hold all the strings down on the 2nd fret?

yes, this is called a barre chord. use the side of your index finger to hold down all the strings except for the E string.
I can't wait till my fro is full grown.
