a friend of mine wants to know if the Victory Bailey jazz bass is made in America...i said i thought so because it was priced like the Americans are...does anyone know for sure?

I think you're thinking Reggie Hamilton. There are no Victor Bailey Custom Shop basses. Only production-line.

They share a LOT in common with American Deluxe basses, so I'm going to say YES.
