so just say i got a 100 watt tube and want to cut back the watts to overdrive the tubes which is better

buy an attenuator

or

remove some tubes?

An attenuator would be better, because pulling tubes can be risky.

Yeah pulling two of the four tubes takes about 40% of the headroom away. Also, it does suck a bit of tone, and not a lot of people know that...but it does. Not as much as an attenuator for sure but still. In any case, for the safety of your amp Id say just go with an attenuator.
