I am looking for a guitar under $500 with humbuckers, hardtail or string through with as high a quality build for the price as I plan to upgrade later.

I think those come with EMG's stock, but I'm sure if you replaced them with humbuckers it'd be under 500.

The EMGs on the Hellraiser are humbuckers.

I like my Epiphones.
The Paul and the Explorer. Both for less than that. If you catch the right person at the right time, you can get them for a lot less.

One of my oldest friend is rocking a Schecter right now with that playing style, only throw in classic rock cover band as well. I was impressed with the versatility as well as the price tag. Pretty sure he has the Damien-6. Most people throw out C-1 automatically, though.
