I see no reason why it would. Especially on a humbucker bass. So no, it doesn't affect the tone as far as i know. There was some BS that it reduced hum, but that shouldn't be a problem with P-basses. The only value is the vintage vibe.

I always thought they were dumb because it was one less spot you could play on. Especially since the bridge pick up (where it usually is) has a real distinct tone that you cant really get anywhere else.

They used to, since they had muting on them, but no, today, I do not believe they do.

Though you can put your own mutes in there. I've seen a few people put cut up mousepads and packing foam under there. It all depends on what you're looking for though.
