I wanted to replace the puke-inducingly bad sounding Celestion Seventy 80 speaker from my tube amp so I looked around and ended up order an Avatar HellaTone 30.

My amp is a 30 watt tube amp and the speaker is 30 watts. I'm not totally sure how power works with tube stuff as opposed to solid state. And is that rating RMS or max?

Will the speaker be fine all the way up the amp's volume or do I need to be careful?

Well if your last speaker was 80 don't you think 30 is a bit low?

Wattage of the speaker is irrelevant in regard to how far OVER the amp's power output rating it is. A speaker with too low power handling will blow when too much power goes to it - which is what I want to avoid.
