Can you contact a bank to ensure they can cancel/refuse any transactions made to your card which you do not wish to pay?

If so, how would you go about doing this? What's the regular procedure?

Supplementary info:

I ordered an item from a website and am now thinking about cancelling it due to appalling delays with the delivery date. The website has my debit card details but has not charged my account yet. Once I've cancelled the order, I'd want to block any transactions made by them just to be sure.

Well, yes, that's a given, but it's 1am right now, so I'm just looking for any first-hand knowledge from any Ugers.
