Is there a way to play a song, The Man who Sold the world in this case, with ought tuning down a half step or using a capo ?

you can play the same notes in standard tuning, and it'll sound okay as long as you don't play along to the recording. I don't know if there's any way to get it sounding exactly like the recording without drop tuning though.

Play half a step lower without tuning it? e.g Play the first fret instead of second.

It may not be laziness, he may have a locking tremolo. But I support this: some songs will only sound right if you downtune. Try playing 'This Time Imperfect' by AFI in standard - tis nigh-on impossible as the open strings have to ring.
