I might be buying this old preamp from someone. The guy says some of the pots are scratchy and that one doesn't even move.

If I was able to find replacement pots would it be as simple as desoldering the old ones and soldering the new ones in?

Scratchy can be solved with contact cleaner most of the time so i would see which are stuck and which are scratchy before you replace them all unless your just bored.

And its a pretty simple task just unsolder and re-solder. And make sure you get the right ratings and dont mix up the pots..
