I can slap and pop no problem, though not too fast. I really only mess around on bass sometimes, I play guitar normally.

Is there a technique in slapping where you slap the string with your thumb, then pop it with the thumb? Is this a technique that is used or even feasible?

Kind of. Sounds like you're trying to think of double-thumping, as I call it.
Basically, when you slap, your thumb goes under the string a bit, and when you pull back up, the back/side of your thumb will pull the same string and pop.

You can bend your thumb to pop but that is really akward when you're right in the middle of a song. It throws you out of position.
