Actually I don't think I've ever heard of steve vai getting above 17.

I think the well-known fastest (and my favorite player) is Shawn Lane, he knew how to get around with alternating.

before teh second ends, teh note is hit but doesnt sound off completly

or they measured it in Notes Per Minutes and later divided it

Are you sure Vai and Becker do alternate picking? I'm no expert, but it would seem more practical for those types of shredders to do hybrid picking.
