I have a PRS santana SE. When i play a power chord or an octive note (or anything thats not on the top string and where i have to mute the top sting) i get this sound, its hard to explain. it sounds like a really light harmonic i suppose?

i have a low end ibanez and i dont have this problem with that guitar.

would raising the action help get rid of the unwanted noise? or is the scale? dont PRS have a shorter scale?

Yes PRS guitars have a shorter scale, however it would unlikely be the cause of your problem.

I would try raising the action slightly, it may be due to a fret touching the string slightly when you play the notes.

Does the noise stop once you get to a certain fret - eg higher than 12th fret?

no, the problem is constant. it seems to get worse the higher up the neck you get.
