From what I remember yes it is perfectly legal. Government funded research is restricted to stem cells they already have available though. Private research as far as I know can do whatever they want.

Animal stem cell research: pretty much fair game

Human stem cell research: very restricted.

The biggest field in stem cell research right now is reverse differentiation of somatic cells back to stem cells. This avoids the moral issues of using embryos.

stem cells research is completely legal, embrionic stem cell research im not sure if its restricted or not. however i know the government wont fund any embrionic stem cell research ,you would need a private company. As a result of this though they have found new ways to get stem cells that do not use embrios.
