Okay so im from britain so air conditioning isnt something we have in homes normally but my room gets really hot because its above the boiler room. Is a portable air con thing just more expensive because it is quieter? Do they tend to keep the room at a precise temp.?

It's going to do the job for a room.
But it's going to be hella expensive on the electricity bill.

we don't have a/c, and we only have a couple fans for eight people and three bedrooms, plus the rest of the house. my parents have this window fan that looks kind of like an a/c thing that works pretty good, but since they don't use it, i'm jacking it.

just get a fan, that does it for me

Eight people in three bedrooms?

But yeah, just get a fan or two. It uses less energy.

Destroying the boiler.

Or buy one of those tiny fans that you can put right next to your monitor. But you're going to sweat anyway because it will just send air to your face instead of cooling it.

In the winter, I put on a jumper. In the summer, I open the windows.

Stinginess ftw.

You should move to the US. My house has two air conditioners.

Excess FTW.

if it were me, I'd go with the A/C because I can't stand a hot room, regardless of the cost
Sweeping is for n00bs. I've moved on to vacuuming. Eventually I'll even try steam cleaning.
