Looks like a blue stain and clearcoat. Stewmac sells concentrated dies for this kind of thing.

its a dye... you can either rub them on or spray them on directly to the wood or you can mix the pigment into clear laquer or poly... if you put it on the wood it shows the grain more

This man speaks the truth! Use a concentrated colortone stain from stewmac. Also someone here posted intructions!

To get that sort of shimery/candy look, just clearcoat it.
