I don't think that's about technique

the reason he did that isn't for any technical improvisations, but probabely rather for a more diverse musical insight. If you hold your guitar in another way, other progressions and other ways of moving across the neck will feel more natural (because they are more natural from the given position.) The result will be (after quite a while) that you'll play notes in another order, or just plain other note combinations more frequently.

I don't think this technique has a potential to create more/new technical or musictheoretical (is that even a word?) stuff because the theory alrdy exists.

I've heard it been used to describe playing over the top of the neck aswell.

granted, it was on youtube comments that I first heard it being used like that and we all know how right they are. The vid wasn't of someone playing a vai guitar either so I didn't just misinterpret.
