Well, here are reasons for both:
YES: Depending on your pickup configuration, and your cleverness, it's definitely possible.
It would have a great sound as well.
NO: The system uses what's called an agitator: A specially designed pickup that agitates the strings. That's what makes it sustain. However, bass strings are thicker, and would of course be harder to agitate, unless you made the system stronger by added more current.

To be honest, I doubt it.

If you managed to reverse-engineer it (or find schematics), it doesn't seem like it would be excessively hard to design a more powerful one for bass if you had a good understanding of electronics.
