And what does it do? ........and how do you do it?

booster pedals are just an extra amount of volume( of less amount of volume ) you can add to your sound for solo's. in front of tube amps they also give a bit more gain

Or boosting the gain with an overdrive pedal.

Yeah, "boost" and "overdrive" are generally the same thing, or at least the same concept.
