Well I have heard a few time that you can play faster on a fretless. Why is this; it;s not like playing a fretless speeds up your picking. So, why do people say you can play faster on a fretless?

I think they mean up and down the neck- in the words of Jaco (the other God) frets are like speed bumps.

You shouldnt be dragging your fingers along the strings really anyway (apart from if youre sliding), unless you like the sound of string scrape.

If you practice enough and know the positions properly you can indeed play faster on a fretless, at least in my experience.
Think about how much time you waste getting your fingers up and over a fret and then back down, instead of just pulling it directly to the next note. It doesn't seem like much, but often that's the difference between a moderate speed and a fast speed.
Playing fast and in tune, however, is a different story
