Did you read the article?
I wrote extensively on this. Downloading is legal in Canada. Regardless of what bills the government passes the Supreme Court has consistently ruled in favour of the legality of downloading copyrighted material for free. If the Conservative government proposed a copyright bill and a record company tried to take someone to court for downloading music (or anything else) the accused could simply point to the established precedent and the bill would be struck down.

Actually,

The ruling stipulates that:

* Downloading a song for personal use is not an infringement.

So unless you're a DJ or something like that, this doesn't really affect the common Canadian. They should still be able to download a bunch of Shania Twain and Jurassic 5.
I get very tense around apples...Well, I get very tense generally. I think I've fallen into the trap of blaming fruit.
