All you need is a good artist and/or photographer, the dimensions to a CD case and a good printer.

Theres more to it than that, I think.
An actual booklet, a consistent image placement, getting the images into the spine/back/inside of the case..

A couple of other things from my experience...

If you are working with a professional duplicator, they will want your files probably in CMYK and not RGB. Converting from RGB to CMYK *can* be a bit of a trick, depending on what colours and blends you are using. Best to start in CMYK.

You'll also find that your monitor is about as neutral in terms of representing colour as your stereo speakers are at representing sound. Not very. Take your design to a print shop and get them to print one out before sending it off to be duplicated. You don't want to get 500 or 1000 copies back and say to yourself, "Geez.... I thought my red was brighter than that."

Not all blacks are created equally. Try this. Make a black square in RGB where all values are set to max. Now, go to CMYK mode and do the same. Now, in CMYK mode, put C, M, and Y at zero, and only black at max. Notice they're different? Something to think about.
