Simply put, can I run a mic through a bass amp anywhere from 20-45 watts??

All amps have a preamp stage, so unless you can bypass that, you won't get what you want if you plug the mic in.

i plugged a mic into a 300W bass amp and said 'arse' into it repeatedly, amp is fine, and much lulz were had

No. I ran a bass and a microphone turned up to 10 on volume through a Crate 220w and it was fine. I also ran a mic through my 10w practice amp and it held up great. Bass amps can handle a lot more than guitar.
