If someone says that it's a quarter of 2, does that mean it's 1:45 or 2:15?

People don't generally say quater of 2.

Quater to 2 = 1.45
Quater past 2 = 2.15

I'm guessing they meant 2.15 but i'm not sure.
A quarter of 2 is 0.5.

A quarter TO 2 is 1:45

A Quarter PAST 2 is 2:15

2.15, but it isn't said anymore. It's old English. You'll only get it in old victorian books like Frankenstein, or movies set a long time ago.
