I have heard the term many times but am not sure which bands fall into this catagory. In my day stoner music was the Floyd, Bob marley, the dead and Phish but it seems now that Stoner rock is its own sub genre. SO what is it?

I've heard people call it desert rock. Josh Homme's old band Kyuss are definitly stoner.

Stoner rock is anything that lots of stoner listen to. Like you mentioned the dead and Phish, alot of stoner rock is jam bands, but also odd bands like Primus attract alot fo stoners.
