Okay, this may seems like a lame question to some of you. Most of you are going to have different opinions, but that is what I am hoping for.
I am fairly new to guitar playing. Honestly, I started like November last year. I still suck.

I recently played on a friends mesa boogie amp with a Peavey head stack.
Anyway, I have a lamo modeling amp, I want a tube amp.

What is the best tube amp I can buy for under $400?

It depends on what you want to play, but the usual responses will be Blackheart Little Giant, Epiphone Valve Jr., Peavey Valveking, Palomino V8/V16, and the Crate V series.
Ibanez RGA121 | ESP LTD H-1000
Axe-FX Standard

DrNick has all good choices, but you can get a used Peavey Classic 30 used. But it all depends on what style of music you play....

Almost forgot about that. C30 is a great option too!

Great! I like anything rock based! I have a pedal for distortion, if need be.

I would agree with the above recs from DrNick and TheBax. But "best" is a matter of opinion. Go to a store, try some and then spend some time searching craigslist. Used is the way to go IMO, I like saving money and getting good gear. Best for you depends on what you want to play.
Edit: and get a good overdrive pedal.

i reccomend a valveking 112 with a digitech bad monkey pedal.

you can find em used online for $400 total in good shape.

HOWEVAH, your best bet is to hit the stores and try lotsa amps till either you find what works for you, or they kick you out for chasing their biz away...
Epi Les Paul Classic
Peavey Valveking 112
Digitech Bad Monkey
Pignose 7-100 amp
Supro high-gain pocket amp

well if you play classic rock, and have a distortion pedal (although i'd have recommended an OD), i think the Classic 30 would be perfect for you. But by no means go and order it now, but definately make it a priority to try one out.

What kind of pedal do you have?

The latter would happen first, I am sure. Read my quote under my name.

$400?!? Where do YOU live?

You can get them for $399 on MF brand new. Used, they go for around $250 - $300.

But i totally agree with a BM, those things are SUPER hard to beat for $50.

Yea, on a budget the C30 is about the best bang for the used buck. (Thinking Sabbath).

Yuperdoodle. His loss is your GAIN! That was cheap, and easy sorry. But I see deals all the time there. Got my delta blues for $350, which is about right used, new = $640ish. With amps, good amps, they last and if you look them over well.

I'm not going to harp on about speaker swaps again but it might be something to consider if you decide to get the Valveking. There are some sound clips in my profile of how it sounds with the swap.

Looks like someone needs their Drugz. DAS. Drug Acquisition Syndrome.

I like the Peavey Classic 30 or Valveking option. The C30 does classic rock and blues better and the Valveking does metal better. But both can do both. (is that a sentance?)

Also, I'm not so sure that pedal is what you will want. Don't get rid of it mind you, but an OD pedal might be better - hence the Digitech Bad Monkey suggestion. Do you run that Dan D pedal thru the Line 6?
#24
Yes, I run it on the clean channel. My buddy tried it on his Boogie/Peavey stack and it was practically nonexistent due to there being no "true" clean channel on it. I like some of the sounds I get out of my pedal, but honestly I dont use it a lot, and have had a couple people offer me wah and OD pedals for it. I actually have played one of those BM pedals. I like it too.

I am just trying to get some opinions on what others use, and the sounds they get out of the equipment. I do appreciate the feedback from all of you!
