I can't really find a good definition of what they do, but I have an assumption. I assume they are good for a guitar like a strat that has a regular tremolo, not like a floyd or anything. Therefore, they would keep the strat in tune while using the trem frequently.

Am I correct?

Basically, u dont have to wrap the string around the machine head. Just put it through the whole, turn the screw, and it clamps the string in place.

Generally helps to increase tuning stability.

So if I were to get a strat and use tremolo that comes with it(no floyds) would it be better for me to have locking tuners or a locking nut installed?

I know a lot of strat owners that prefer neither. With a good nut, you shouldn't have tuning problems with the regular trem bar. Locking tuners will give you better sustain than locking nut if you must choose one.

What if I want to do one really big dive with the whammy? How would the tuning hold up on the strat?
