whenever i start it up i get this message:

windows could not start because the following file is missing or corrupt:
system32\drivers\pci.sys

you can attempt to repair this file by starting windows setup using the original setup CD-ROM.
select 'r' at the first screen to start repair.

lol somehow something deleted system 32 that is the 1 file that you never ever get rid of, looks like you need to get your hands on an original windows cd

Looks like you're going to have to get your hand on a windows install disk because that file is corrupted. It looks like the driver that's involved with your PCI ports on your computer is corrupted.
