I think his problem was that the brick wasn't getting enough cooling. He should have used a more ventilated brick, like this:

Its meant to be a large power supply, with big capacitors and large heavy electronics inside. The sender must have stripped out all the useful parts and replaced them with a brick. The buyer got pwned.
