How can I identify if I have a European IP or not?
If mine isn't, how do I change it to be classed as European and what do I change it to?

Your IP is sold by an international group to a regional organization down to your ISP who assigns it to a router in your area. The only "problem" you have is when you're on a border between two different countries that has some bleed over etc.

Plain and simple you get what they give you. You cannot make your IP something else from another zone. You can buy the use of an IP and they have to have the infrastructure to support it. If you dont like your IP and want one from somewhere else you have to pay someone else to give you network services that allow that address range... or move...
