Ok, so i'm having this "issue" with one of the frets on my guitar.

Whenever I play the 17th and 18th fret, they play the same note. But if I bend it slightly, then it's normal. I'm figuring this is a "fret indent wear" issue (which is stupid because it's basically new), but I tried filing the frets a bit, but nothing changed. Did I just not file it enough or could it be something else? I just put new strings on it, so that can't be it.

make sure the fret is flush against the neck on both sides

You can tell how much you sand down just by looking at it. Remember that you can all was take off more, but you cant put it back. Also make sure you are sanding down the 18th fret.
