Ok so i need a little help. First off, what are some good songs to learn, kinda like old school shredding, or something like paul gilbert. Secondly some good excercises for String Skipping, Shredding, Tapping, and/or combos of all of the above.

Do that 1-2-3-4 on every string all the way up the neck and back while you're watching tv and you'll be shredding in no time.
Try hybrid picking. It's like learning the guitar all over again.

yea but also switch it up like 1-2-3-4, 1-2-4-3, 1-3-2-4..3-1-2-4- etc,etc
yeah chromatic scales (1-2-3-4) are pretty good

I think you should make up your own exercises using the techniques you want using scales. That way you can get exactly what you want AND get musical ideas you can use in your music. Also I think this will be moved to Advanced Techniques soon.

EDIT: If you are going to do 4 finger chromatic things you should try to mix up the finger order. Getting too comfortable in the 1-2-3-4 pattern isn't good when you need to go 2-4-3-1 etc.
try learning scarified, thats a nice lil tune
also just look up some legato exercises...

Those finger exercises posted above will do the job but the main purpose is to make your fingers independant of each other.
