Yeah, he used the emeralds to transfer all the evil in the world to them. Then something went wrong, whilst he was holding a rotten egg. He got all the evil or whatever, and the machine exploded sending all the gold rings in to the world. He was the one who created the super sonic treadmill for sonic.

At least, that was the origin I read, many years ago.

Aside from a dodgy side plot involving a 3 way love triangle between Amy, Sonic and Tails, you're pretty much right.
