Buy Autotune.
Then set the tracking to relaxed and retune speed to fastest.
It'll cost about $500 I think though.

any pitch corrector type unit will do, the Voiceworks is a nice unit which will do it and many other effects however I do this with Roland V-Vocal in Sonar (my recording program)

either way, you need to spend a lot for the hardware or VST plugin to get this sound...

I would go with the Vioceworks as you can do a lot more than a single VST plugin...
