I can't find a program that allows me to input Chinese characters and I need to, and I can't find that "language pack" that is supposebly on my computer. I have seen that guy on here with all the Chinese characters on here and the one with all the Japanese characters, so I was hoping they can read this thread and tell me what program they use.

search google for an english to chinese translator and just copy and paste it

You can set microsoft word to different languages.

Can't remember how but I've done it before with Russian.

edit:

Start > Control Panel > Classic View > Regional and Language options > Languages tab > Languages > Add

Takes way too unbelievably long. I would rather just enter the Pinyin and get characters.

Just replace every occurrence of "L" with "R" and you are set.

Alright, thx, I got the thing installed and everything, restarted my computer, but I still don't see a new program, or any method of how to use the thing I just downloaded, no toolbar, or any evidence that I did anything at all...so what do I do now?

...Sorry I really suck with computers, I know.
