First of all, it only happens with my Tele, all my other guitars are fine

When plugged in (higher gain, louder buzzing) it constantly does this, UNLESS i touch the metal plate where the volume/tone knobs are, or the knobs themselves

What up with that!?

You're not grounded right. Check in the control cavity and look to make sure the grounds are properly soldered on and in the right places.

Thats the earthing of your guitar, the solder of your earth wire might be dry or it not properly attached.

You fix it by making sure all the ground connections are fine. The buzzing stops when you touch the metal plate because the guitar's using you as the quickest path to earth.
