Take the clip off the snare so it sounds like a tom not a snare.

Maybe if you loosened the resonant head a lot, or the batter head on a tom it would make the "papery" bash bash you want.

Edit: I'm really not sure though, just give it a try yourself.

you could try actually hitting the snare strands so turn over the snare, or piece of paper over loose snares FTW

Loosen the top heads of your toms quite a bit, and only slightly for the bottom heads. Personally, I think that tone sounds like crap, but I'm a Bonzo fan

Its a nicely disguised piece of mockery by the singer, Ian Curtis. He was epileptic and he often suffered fits on stage. He'd dance like this to mimic what happened when he had a fit, and often started dancing only to crash into the drumkit and have a fit.
