All the time definitely nay. But sparingly is fine.
I'm thinking Serj Tankian's vocals in early system stuff.

To follow up on what i said...
serj tankian's voice seems to have changed a lot on his solo album.. idk if that's intentional, because he's getting older, or because of his inhale screams with system, but... idk just an observation.

I'm no expert.. my only experience is messing around at home but..

my biggest obstacle was being afraid to let it out too loud. seriously, just let out a scream first (even if at first you sound like a retard), and then all the lessons on technique and volume control start to make sense.

I can't really imagine much of an inhaled scream.. specific examples?

I used to scream for fun while jamming with a band if I knew the song. I did it while playing guitar. I'd just.. scream. You could hear me over drums and everything on the recordings (we'd record our jams from time to time) and I didn't use a microphone. Real screaming FTW!

Even though that probably destroyed my vocal chords, I didn't do it often. It's actually probably a bad idea.
Main gear (For complete list, see profile):
Epiphone Les Paul Standard Plain-top
Basswood Telecaster, 2 single-sized HB's, both split.
Epiphone Valve Junior

Oh, and I have a Squier VM Jazz Bass too.

I think technically that's shouting, not screaming. I could be wrong, tho.

most people who scream can't sing. There is no point to do something that not only sounds horrible but that can also **** you up

You've kinda got it backwards, most people who can scream are quite capable of singing, and it doesnt always **** you up, there are ways to do it without harming yourself at all, which is how I do it

Oh, and +1 to the growling. Growling FTW.

At 0:08 = Screaming
At 0:16 = Higher growls (they're not called like that but you know what I mean)
At 0:32 = Lower growls
At 0:48 = Exhaled pig squeals

I think that was the first song that used inward screaming (and the best ). And I'm pretty sure it can harm your vocal chords
