on your tuner press the Flat button once and then tune like normal.

Tune your A to match the 4th fret on your low E string, then tune from that.

If you have a tuner that doesn't let you tune to Eb, put a capo on the first fret (if you don't have a capo you can make one with a rubber band and a pencil) and tune to standard, then take it off.

Or you can tune your low E to the 4th fret on the A string, then tune from there
