How are the tension springs needed to be set up?
I got 3 on mine.Is there a right way to have them set up?

And when screwing the tension screws, should the locking system at the nut be on or off?

Just set it up so the floyd isn't raised or dropped too far. A lot of it depends on taste. I'd unscrew the nut pads too. It's gonna throw it out of tune anyways.

I use 10`s as well,and got 3 springs.

So it pretty much dosent matter how u have ur springs set up right?

The springs aren't the important thing here, the bridge is, the springs are just how you adjust it. As long as the bridge is level then your guitar is set up correctly.
