I'm looking for a good strong bass that is inexpensive (under $200) has a descent tone and isn't so cheap that the tuning keys won't unwind themselves. lol

Any Ideas?

The Squier J-Bass is pretty descent for that price. Not as good as it's older brother (Fender) but still a good buy for the price. Just replace the stock strings with something better (I like Rotosound) and you will sound pretty descent.

EDIT: If you don't like single-coils you can always try a P-bass which is also pretty good for the price.

If you get a squier J it seems like the vintage modified series would be your best bet. You might be able to get one used in your price range ($280 USD new).

I've just spent some time looking for a "starter bass" and after much research and testing and it came down to 2 options. Yamaha RBX170 and Ibanez GRS200.

Tried them both and (as per sig) I came down on the side of the Ibanez and so far (few days) I couldn't be happier.

I've heard good things about the starter Ibanez as well.
I also hear Peavey basses are decent, though they tend to need setups fairly often to deal with fret buzz

Does that budget include a bass amp?

Remember a bass will damage and eventually destroy the speakers in guitar amps.
