it seems that when i play a scale my pick doesnt actually hit the bottom 2 strings it kinda slides and makeds them sound real sloppy

More to the point, don't worry too much about playing scales - if you're using them as a picking exercise then yes, concentrate on being accurate before you try to play any faster. However, bear in mind that scales aren't really something you want to be playing too much, you want to make sure you understand them and can use them to create music.
