All of my members cant practice one of our houses due to soundrestrictions from our parents...and space..we just dont have the room...so now what can we do to find a fairly good place to practice and possibly store equiptment there?

look for things like VFW halls or other crappy halls that you can rent. They may let you just practice for free because they set empty sometimes.

There may be some places where you can rent rooms for hourly rates, there's a ton around here. You can't leave your equipment, but they usually have amps, drums, and a PA so you won't have to haul all your gear around.

+1 my place also charges less before 4 o'clock which is useful if you have on and off student or part time hours.

Go out and find places like rugby clubs and village halls in the middle of nowhere in small towns and villages. A lot of them are struggling for cash and will let you have the whole day for peanuts. Every village has one.
Spend a day checking about ten out and get hold of the care takers.
You will probably get a good result from two or three of them.
